Actualmente la Comisión Nacional de Energía Atómica, afronta el desafío que representa concretar uno de sus proyectos más ambiciosos, la construcción de la Central Nuclear CAREM 25. Este reactor presenta la particularidad de ser el primero en haber sido concebido de maneral integra con recursos tecnológicos propio del país. Debido a que se trata de una obra sin precedentes, desde el punto de vista de la Ingeniería Civil, la empresa abordada presenta una serie de dificultades y desafíos en una amplia gama de aspectos que requieren un tratamiento particular, sumándose a esto los elevados estándares de calidad que se exigen en el ámbito de la industria nuclear, tal vez superiores a los que se demanden en cualquier otro sector. El presente estudio se centra en el diseño de seguridad frente a eventos de tornado que se exige realizar para los diferentes sistemas, componentes y estructuras de una planta nuclear. Particularmente se analiza en detalle el riesgo de impacto de misiles generados por los vientos de tornado, fenómeno que ocurre cuando los objetos que un tornado arrastra a su paso impactan con las construcciones aledañas. Se propone estudiar sus características y las diferentes formas de proteger a los sistemas de seguridad frente a estos proyectiles. Para lograr dicho objetivo, en primer lugar, se realiza una investigación de los antecedentes que existen en este campo, repasando la normativa vigente, evaluando algunos casos de estudio y viendo qué tipo de barreras protectoras que se han utilizado en centrales nucleares. Finalmente, se realiza la evaluación particular de una serie de sistemas y componentes específicos de la central CAREM25 que requieren ser verificados y protegidos frente a misiles de tornado. En este punto el estudio se focaliza con mayor detenimiento el análisis en el comportamiento de la chimenea de descarga frente al impacto de un proyectil de tornado. Para este componente de la planta, se desarrolló un análisis detallado que incluye desde la aplicación métodos simplificados de dimensionamiento hasta la ejecución de un estudio mediante el método de elementos finitos. A partir de este último punto se extraen las principales conclusiones que se presentan de forma resumida al final de este trabajo.

The National Atomic Energy Commission (Comisión Nacional de Energía Atómica, CNEA) is currently facing the execution of one of its most ambitious projects: the construction and starting up of CAREM 25 Nuclear Power Plant. One of its distinctive features is that this reactor may become the first fully domestically designed and developed nuclear power unit. On account of the fact that, from the Civil Engineering perspective, this is an unprecedented work, the project undertaken poses a series of problems and challenges in relation to a wide variety of aspects that demand a special treatment. Additionally, it must be guaranteed that the high quality standards required in the nuclear industry –probably higher than in any other field– are met. This research is focused on the safety design in the event of a tornado required for the systems, components and structures of nuclear power plants. More specifically, it examines in detail the risk of tornado-generated missiles impact –a phenomenon that occurs when objects moving under the action of a tornado hit its surrounding facilities. This study aims at analyzing its characteristics and the different ways to protect the safety systems from these missiles. In order to achieve these objectives, the first part of the research address the key past developments in the field; overview the current applicable regulations; evaluate some study cases and consider what kind of protective barriers and systems have already been applied in other nuclear power plants. Finally, we proceed to evaluate the particular systems and components of the CAREM 25 that must be verified and protected in the event of a tornado. At this point, the research focuses in a detailed study of the exhaust stack behavior upon the impact of a tornado-generated missile. In the case of this component, its in-depth analysis includes tools that range from the application of simplifing methods of sizing to the execution of a study based on the finite-element method. Precisely, this last section leads to the main findings of the study, which are summarized in the final part of the research.
